2023 highlights

One City. One Voice. Shared Purpose. drives connection and collaboration with Guelph’s community 

The One City. One Voice. Shared Purpose communications and engagement plan (2022-2026) has been guiding the work of the City’s Strategic Communications and Community Engagement department since the plan was established in 2022.

City of Guelph achieves and sustains AAA credit rating

The City of Guelph, since the launch of its Guelph. Future Ready Strategic Plan 2019 – 2023, under the pillar “Working together for our future” has met its key performance indicator of achieving an AA+ or better credit rating. In 2022, the City improved its credit rating from AA+ to AAA (triple A), the highest possible available credit rating according to S&P.

City of Guelph recognized once again as a top employer

In November of 2023 it was announced that the City of Guelph was named one of Waterloo Area’s Top Employers (2024) by Canada’s Top 100 Employers, for the third year in a row. Just a couple months later we were also named one of Southwestern Ontario’s Top Employers (2024), in the first edition of the new regional category.

Green – met target Data is trending in the desired target direction.
Red – did not meet target Data is not trending in the desired target direction.
Yellow – not available at time of publishing Data is not available for the 2023 Progress Report but will likely be reported by or in the next Progress Report.
Grey – will not be reported Data has not been reported in the past or current Progress Report and is unlikely to be reported in the next Progress Report.
Purple – baseline year Data is being used to establish a baseline target for future reporting.

Scope

Status Overall status Definition
Green All aspects of initiative status are progressing according to the plan or targets.
  • No scope changes
  • Deliverable quality at expected levels
Yellow Initiative status has deviated from the plan or targets (within “yellow” tolerance), but under control (no risk) and mitigation plans in place to return to green.
  • Scope changes have occurred, with no significant impact to schedule, budget or staffing
Red Initiative status is significantly deviated from the plan (beyond “yellow” tolerance) and is at risk. Initial plans are unlikely to be achieved, requiring Executive Team support or approval to revise the plan.
  • Major scope changes that significantly impact schedule and/or budget

Status Overall status Definition
Green All aspects of initiative status are progressing according to the plan or targets.
  • Approved major milestones are on schedule
Yellow Initiative status has deviated from the plan or targets (within “yellow” tolerance), but under control (no risk) and mitigation plans in place to return to green.
  • Delays against critical milestones may impact initiative schedule or deliverables but still within agreed tolerance level
Red Initiative status is significantly deviated from the plan (beyond “yellow” tolerance) and is at risk. Initial plans are unlikely to be achieved, requiring Executive Team support or approval to revise the plan.
  • Delays against critical milestones beyond “Yellow” tolerance level

Budget

Green All aspects of initiative status are progressing according to the plan or targets.
  • Forecasted expenditure is on budget
  • Not applicable (no cost impact in this initiative)
Yellow Initiative status has deviated from the plan or targets (within “yellow” tolerance), but under control (no risk) and mitigation plans in place to return to green.
  • Forecasting an overspend against original budget, but within agreed tolerance level
Red Initiative status is significantly deviated from the plan (beyond “yellow” tolerance) and is at risk. Initial plans are unlikely to be achieved, requiring Executive Team support or approval to revise the plan.
  • Forecasting a significant overspend of the budget beyond “Yellow” tolerance level
